Potential HDB Housing Projects Reaching The 5-year Mop In 2024

Each year the HDB flat resale market welcomes a fresh stock of public housing flats that have reached their 5-year minimum occupation period (MOP) where owners are allowed to sell them on the open market. In 2024, some 13,000 flats could potential exit their MOP – down from 15,700 units in 2023, and way below that of 2022 (see Chart 1).

The number of MOP flats available is closely tied to the HDB’s build-to-order (BTO) supply, as a ramp up in the new flat supply will result in more flats hitting MOP down the road. Case in point, the HDB increased its BTO flat supply and offered more than 100,000 flats between 2011 and 2014. Looking at Chart 1, it is no coincidence that the estimated MOP stock in 2019 to 2022 were among the highest – because that surge in BTO from 2011 to 2014 would have been built and reach the MOP then.

Where are the upcoming MOP flats located?

According to PropNex’s estimates (based on completion status), about 20% of the 13,093 units are located in Sembawang, followed by 16% in Sengkang, 15% in Tampines, and 10% in Toa Payoh. The remaining units are found in Yishun, Punggol, Hougang, Bukit Batok, Bedok, Geylang, Queenstown, and Clementi.

Looking at the HDB property stock information, some of the upcoming projects that could achieve the MOP in 2024 include flats in Canberra Street, Tampines North Drive 1, Sengkang West, and Anchorvale Lane among others (see Table 1). In particular, EastCreek @ Canberra and Tampines GreenWeave have more than 1,200 units each.

EastCreek @ Canberra is situated a short distance from the Canberra MRT station (on the North-South Line) and Canberra Plaza. It is also not far from the Bukit Canberra Hawker Centre, and Bukit Canberra Swimming Complex, as well as the Sembawang Primary School.

Meanwhile, Tampines GreenWeave and Tampines GreenView are located within 1-km from Angsana Primary School, and is within walking distance to the future mixed development in Tampines Avenue 11, which will be integrated with a bus interchange, community club and hawker centre. The upcoming Tampines Avenue 11 mixed development will also be connected to the future Tampines North MRT station on the Cross Island Line. 

Over in Sengkang West, Fernvale Woods which has an estimated 1,160 units is located in a relatively convenient spot, being within 1-km to two primary schools, Sengkang Green Primary School and Fernvale Primary School. It is also near to Pei Hwa Secondary School, The Seletar Mall, as well as the Fernvale LRT station, which is a few stops to the Sengkang MRT interchange station.

Some of the upcoming MOP projects with strong connectivity include EastLink 1 and 2 @ Canberra which are located next to the Canberra MRT station and near to the Canberra Plaza. MacPherson Spring in Circuit Road could potentially enjoy strong resale demand as it is next to the MacPherson MRT station, or if residents prefer, a short 800m walk to the Paya Lebar MRT interchange station and regional hub, where a host of commercial offerings can be found – such as PLQ Mall, Paya Lebar Square, and the SingPost Centre.

Of the two projects in Bukit Batok, West Quarry @ Bukit Batok and West Plains @ Bukit Batok, the former may be seen as a more convenient location as it is a stone’s throw from the future Tengah Park MRT station on the upcoming Jurong Region Line, and is near several schools such as Dulwich College (Singapore), Millennia Institute, Princess Elizabeth Primary School, and Bukit Batok Secondary School.

Meanwhile, there are two projects in the Bidadari area. Alkaff Lakeview could be popular with home buyers given its proximity to the Woodleigh MRT station on the North-East Line, the new Woodleigh Mall, Alkaff Lake, and the Cedar Primary School, as well as Cendar Girls’ School. The other project, Alkaff Vista is nearby, but it is closer to the Potong Pasir MRT station.

For those looking at homes near to the Jurong Lake District, Jurong Vista could be one to consider. The project is a short distance from the Jurong East MRT interchange station and an assortment of amenities, such as Westgate mall, JEM, IMM mall, and the Ng Teng Feng Hospital. It is also within walking distance to Yuhua Primary School and Crest Secondary School.

Of the those listed, some of the projects that are closer to nature parks would include Bedok North Woods, which is right next to the Fengshan Primary School and a short distance to the sprawling Bedok Reservoir Park. The other project is Anchorvale Plains, which is by the Sungei Punggol, and is near to the Sengkang Riverside Park. Anchorvale Plains is also within 1-km to the Anchor Green Primary School and Nan Chiau Primary, and Nan Chiau High School.

There are also a handful of projects in relatively popular city-fringe areas, such as Dawson Vista and a towering block at Forfar Heights (Block 53 Strathmore Avenue) which are within walking distance to the Queenstown MRT station and Queenstown Primary School. There is also St. George’s Towers, which is near the Boon Keng MRT station and close to schools like Bendemeer Primary and Secondary Schools, and Hong Wen School.
